SRINAGAR: Most of the jails in Jammu and Kashmir are overcrowded, so the state government was taking steps, including construction of new central jail in Srinagar, to address the issue.

The total number of jails in the state at present is 14, out of which nine have the inmate position on the higher side, Minister In-charge Home said in a written reply to a question raised by National Conference (NC) MLC Bashir Ahmad Veeri.

Compared to the total capacity of 3011 in these 14 prisons, 2406 prisoners are in jails. However, some of the prisons have the inmate position much above their original capacity, the reply said.

Though the central jails at Jammu and Srinagar have the capacity of 920 and 360 respectively, the number of prisoners lodged, as on September 30 this year, is on the lower side at 311 and 329 respectively.

However, most of the district jails are overcrowded with District Jail in south Kashmir's Anantnag having more than double the occupancy at 158 compared to the capacity of 60.

Similarly, district jail Jammu has the capacity of 450, while its occupancy is 522, and Baramulla jail 158 against 120, the official data suggests.

The government said it is taking steps to address the issue of overcrowding in the jails.

The Prisons Department has identified 200 kanals of land belonging to Agriculture Department at Zawoora Zewan in Srinagar for the construction of new Central Jail Srinagar, the government said.

It, however, said the records of the Prison Headquarters relating to the subject were washed away in the floods last year.

In view of this, the department has again requested the Divisional Commissioner Kashmir to furnish the relevant records for processing the case further, the minister incharge Home said.

He also said the major construction work of the new district jail in Pulwama has been completed except minor renovation works of some structure which could not be taken up due to occupation of the premises by an army unit earlier.

He said DGP has been advised to effect necessary deployment of a company of either CRPF or SSB for the security of the jail so that it is operationalized and the issue of overcrowding of inmates in other jails is addressed.

The thorn in India's side in Kashmir has been Syed Ali Shah Geelani, the de facto leader of young Kashmir. Geelani has not been keeping well for two years, and talks of his succession are in the air. To fit his shoes would be a tough job. The riddle for his party is: After Geelani, who?

Some of the men in Geelani's inner circle have been in the limelight. Some are little known to the outside world. Among them is his trusted aide, Mohammad Ashraf Ali, whose nom de plume is Ashraf Sehrai. His significance can be judged from the fact that many consider him the likely successor of Geelani.

Sehrai, the son of Shamas-ud-din Khan, was born in 1944 in Tickipora Lolab, Kupwara. His forefathers had migrated to this part of Kashmir much before Partition. Sehrai's family is linked to the Khans of Pakistan.

Sehrai studied in Tickipora till primary level, before moving on to Sogam High school for further studies. He passed his matriculation examination in 1959.

Sehrai recalls that he was a bright, intelligent but shy student who took great interest in debates and discussions on religious and political discourses. He was given wazifa (scholarship) in class ten given his intellect and command over Persian, Arabic and Urdu languages.

He did BA (Hons) in Urdu from Aligarh Muslim University (AMU). Sehrai also has the prestigious Urdu degrees of Aadebe Mahir and Aadebe Kamil.

Like many other Kashmiris, Sehrai fondly recalls that he was taught by Kashmiri pandit teachers. One of his childhood teachers was Gopi Nath Kaul, who taught him English. Sehrai holds him in high regard and still remembers how he taught him like his own child.

His two brothers, who were politically and religiously active, were one of the early Rukuns (basic member) of the Jamaat. To be a Rukun of the Jamaat is not easy, as one has to go through various levels of Islamic ritual.By now, the Jamaat had made a base in Tickipora. The man who took the Jamaat to far-flung areas was the old-school Geelani.

Young Geelani was made the Jamaat's Baramulla district president. He used to visit Tickipora frequently, and it was during these visits that he met Sehrai. Sehrai was impressed by Geelani's hold on the Quran and Hadees (sayings of Prophet Muhammad). Sehrai was also impressed by Geelani's command on Maulana Abul Ala Maududi's literature. He was also enthused by Geelani's sinewy speeches.

Sehrai now fondly recalls that Geelani used to lovingly call him Ashlala.

Sehrai finished class ten when he was 17. By this time, Geelani was 30-years-old, and Halqiy-e-Sopore (Sopore's base of the Jamaat). He was in dire need of young blood for the party. Sehrai's elder brother motivated him to join Geelani.

By this time, Sehrai had developed a keen interest in the writings of Maududi. For understanding Maududi better, Geelani was the best teacher Sehrai could have asked for.

He joined Geelani in 1959 – and has stayed with him since. He says now, "I am a shadow of Geelani right from 1959. I have never gone to my home with the intention of not coming back. He is my Rehbar (leader) and I am his follower."

Sehrai continues to be a lover of literature and poetry, but is not engaged in writing anymore because of his political engagements. Most of his writings and poems were published by Jamaat's Azaan andTulu magazines.

In 1965, when he was 22-years-old, Sehrai was jailed for the first time for "anti-government activities". He was imprisoned in Srinagar Central Jail for about six months.

In jail, he started reading Kounsar Niyazi's work Zaree Gul. He narrates an interesting story about how his name changed from Ashraf Ali to Ashraf Sehrai. He says laughing, "Geelani Sahab, Shah Wali Mohammad of Seelu, Sopore and I were lodged in Srinagar Central Jail. After reading Niyazi's work, I wrote 'Sehrai' (floater). At this (sic) young age, I was thinking that what I am doing in a jail. I was also missing my parents and my home. That is why the word 'Sehrai' came to my mind. Shah Wali saw the name and exclaimed 'Sehrai' and showed it to Geelani Sahab. From then onwards I became Mohammad Ashraf Sehrai."

Sehrai calls Geelani his Rehbar and also his brother. "I have never tried to compete with him. I cannot even think of competing with him," he says.

Their strongest bond is the Kashmir movement. It has kept them together for 56 years. Their ideological bond continues to thrive and attracts the youth of Kashmir to both of them. Sehrai says ideology is the base of any movement.

In his views, the recent failure of talks between the two nuclear states - India and Pakistan - happened because the Kashmiris (the primary party to the dispute) were not included in the dialogue process. He also is a firm believer of intervention by a third party, like the United Nations or a neutral country - in the Kashmir dispute.

Sehrai was one of the key Hurriyat leaders during the 2010 unrest in Kashmir. Many in Kashmir now think that the agitation in 2010 gave them nothing. But Sehrai views the failure of 2010 differently. He says, "There were some strategic mistakes on the part of the leadership like (sic) we gave long strike calls which disillusioned certain sections of Kashmir. I must say that 2010 was a collective failure for Kashmir."

The other two main contenders in the Tehreek-e-Hurriyat to succeed Geelani are the hardcore Mohammad Qasim Faktoo (Asiya Andrabi's husband) and the showstopper Masarat Alam Bhat. Both of them are in jail, and may not be released soon. Many activists and cadre in the Tehreek-e-Hurriyat believe that Sehrai is a capable man, holds command and has a say among the masses. Since the other leaders are languishing in jail, he may be the likely successor of Geelani.But Sehrai says that if he ever has to succeed Geelani, it will be Gunah-e-Be' lazath (Sin without a benefit) for him.

As a shy man, Sehrai has always avoided the limelight. This is why he is largely unknown in the glaring eye of the media and the public.

وزیراعظم محمد نوازشریف نے دیرینہ تنازعہ کشمیر کے حل کی فوری ضرورت پر زور دیتے ہوئے پاکستان اور بھارت کے درمیان کشیدگی کے بنیادی اسباب دور کرنے کیلئے بھارت کے ساتھ چار نکاتی امن اقدام تجویز کیا ہے جبکہ بھارت پر زور دیا ہے کہ وہ پاکستان میں عدم استحکام پیدا کرنے سے گریز کرے۔

اقوام متحدہ کی جنرل اسمبلی کے 70 ویں اجلاس سے خطاب کرتے ہوئے وزیراعظم محمد نوازشریف نے کہا کہ دانشمندی کا تقاضا ہے کہ ہمارا قریبی ہمسایہ پاکستان میں عدم استحکام پیدا کرنے سے اجتناب کرے۔ دونوں ممالک کو کشیدگی کے اسباب پر توجہ دینا اور انہیں حل کرنا چاہئے اور مزید کشیدگی سے بچنے کیلئے ہر ممکنہ اقدامات اٹھانے چاہئیں۔ وزیراعظم نے 193 رکنی جنرل اسمبلی کے 70 ویں اجلاس میں شریک عالمی رہنمائوں کے روبرو اپنے خطاب میں پاکستان اور بھارت کے درمیان تنازعہ کشمیر اور کشیدہ صورتحال کے علاوہ افغانستان، دہشت گردی، فلسطین، سلامتی کونسل اصلاحات، موسمیاتی تبدیلی، اقوام متحدہ قیام امن کوششوں، بعداز2015ئ، پائیدار ترقیاتی ایجنڈے اور جنوب جنوب تعاون سمیت وسیع تر امور کا احاطہ کیا۔

وزیراعظم نے کہاکہ مسلمان دنیا بھر میں مصائب کا شکار ہیں، فلسطینی اور کشمیری غیر ملکی تسلط میں ظلم کا سامنا کر رہے ہیں، اقلیتوں پر ستم ڈھائے جا رہے ہیں اور مسلم پناہ گزینوں کیخلاف امتیازی کارروائیاں کی جا رہی ہیں ۔ بین الاقوامی برادری کو مسلم عوام کیخلاف ناانصافیوں کا ازالہ کرنا چاہئے۔ آج اس موقع پربھارت کے ساتھ ایک نیا امن اقدام تجویز کر رہاہوں جس کا آغاز ایسے اقدامات سے کیا جائے جن پر عمل کرنا آسان ترین ہے۔ انہوں نے تجویز کیا کہ پاکستان اور بھارت کشمیر میں لائن آف کنٹرول پر مکمل سیز فائر کیلئے 2003ء کی مفاہمت (انڈر سٹینڈنگ) کو باضابطہ بنائیں اور اس کا احترام کریں۔ اس مقصد کیلئے ہم سیز فائر کی پابندی کی نگرانی کیلئے یو این ایم او جی آئی پی کی توسیع پر زور دیتے ہیں۔ ہم تجویز کرتے ہیں کہ پاکستان اور بھارت اس امر کا اعادہ کریں کہ وہ کسی بھی حالت میں طاقت کا استعمال یا اس کے استعمال کی دھمکی نہیں دینگے۔ یہ اقوام متحدہ چارٹر کا مرکزی عنصر ہے۔ کشمیر سے فوج کے انخلاء کیلئے اقدامات اٹھائے جائیں۔ دنیا کے بلند ترین میدان جنگ سیاچن گلیشیئر سے غیر مشروط باہمی انخلاء پر اتفاق کیا جائے۔ وزیراعظم نے تنازع کشمیر پر روشنی ڈالتے ہوئے کہا کہ کشمیری، جو تنازع کا لازمی فریق ہیں، کے ساتھ مشاورت پرامن حل تلاش کرنے کیلئے ناگزیر ہے۔

وزیراعظم نے کہا کہ ترقی میری حکومت کی اولین ترجیح اورپرامن ہمسائیگی کی تشکیل میری پالیسی کا محور ہے۔ ہمارے عوام کو خوشحالی کیلئے امن کی ضرورت ہے، امن لاتعلقی سے نہیں بات چیت کے ذریعے حاصل کیا جا سکتا ہے۔ انہوں نے کہا کہ 1997ء میں جب بھارت کے ساتھ جامع مذاکرات کا آغاز ہوا تو دونوں ممالک نے اتفاق کیا کہ یہ دو بڑے اجزاء کشمیر اور امن و سلامتی کے ساتھ دہشت گردی سمیت دیگر 6 ایشوز پر محیط ہوں گے۔ انہوں نے کہا کہ ان دو ایشوز کو حل کرنے کی بنیادی اور فوری ضرورت آج پہلے سے کہیں بڑھ کر ہے۔ انہوں نے کہا کہ 1947ء کے بعد سے کشمیر تصفیہ طلب تنازعہ رہا ہے۔ اقوام متحدہ سلامتی کونسل کی قراردادوں پر عمل نہیں کیا گیا ہے۔ کشمیریوں کی تین نسلوں نے صرف ٹوٹے ہوئے وعدے اور وحشیانہ ظلم دیکھا ہے۔ ایک لاکھ سے زائد کشمیری حق خودارادیت کی اپنی جدوجہد میں جانوں کا نذرانہ پیش کر چکے ہیں، یہ اقوام متحدہ کی سب سے دیرینہ ناکامی ہے۔ انہوں نے کہا کہ جب میں نے جون 2013ء میں تیسری مرتبہ وزیراعظم پاکستان کا منصب سنبھالا تو میری اولین ترجیحات میں سے ایک بھارت کے ساتھ تعلقات کو معمول پر لانا تھا، میں اس بات پر زور دینے کیلئے بھارتی قیادت کے پاس پہنچا کہ ہمارا مشترکہ دشمن غربت اور پسماندگی ہے۔ محاذ آرائی نہیں بلکہ تعاون کو ہمارے تعلقات کو متعین کرنا چاہئے۔ آج بھی لائن آف کنٹرول اور ورکنگ بائونڈری پر سیز فائر کی خلاف ورزیاں زور پکڑ رہی ہیں جس سے خواتین اور بچوں سمیت شہریوں کی اموات واقع ہو رہی ہیں۔ انہوں نے کہا کہ پاکستان اور بھارت کے درمیان کشیدگی کے اسباب کو دور کیا جانا چاہئے، ایسی امن کوششوں کے ذریعے خطرے کا تاثر دور ہونے سے پاکستان اور بھارت کیلئے ممکن ہو سکے گا کہ وہ جارحانہ اور جدید اسلحہ نظام سے لاحق خطرے سے نمٹنے کیلئے وسیع تر اقدامات پر اتفاق رائے قائم کریں۔

انہوں نے کہا کہ پاکستان جنوبی ایشیا میں نہ تو اسلحہ کی دوڑ کا خواہاں ہے اور نہ ہی اس میں شریک ہے۔ تاہم ہم اپنے خطے میں ابھرتی ہوئی سیکیورٹی حرکات اور اسلحہ کے ذخائر سے غافل نہیں رہ سکتے جو ہمیں اپنی سلامتی برقرار رکھنے کیلئے ضروری اقدامات اٹھانے پر مجبور کرتے ہیں۔ وزیراعظم محمد نوازشریف نے کہا کہ ایک ذمہ دار جوہری ریاست کی حیثیت سے پاکستان جوہری تخفیف اسلحہ اور عدم پھیلائو کے مقصد کی حمایت جاری رکھے گا، ہم نے جوہری سلامتی کے اعلیٰ ترین معیارات کو برقرار رکھا ہے اور جوہری سہولیات اور ذخائر کے تحفظ اور سلامتی کو یقینی بنانے کیلئے موثر نظام قائم کر رکھا ہے۔ جنوبی ایشیا کو سٹرٹیجک استحکام کی ضرورت ہے اور اس کیلئے جوہری ضبط و تحمل، روایتی توازن اور تنازعات کے حل کیلئے سنجیدہ بات چیت کی ضرورت ہے۔ ہم جنوبی ایشیا میں امن اور خوشحالی کے تابناک دور کی تشکیل کیلئے اپنا کردار ادا کرنے کے خواہاں ہیں، یہ ہمارے اوپر ہمارے عوام اور آنے والی نسلوں کی طرف سے ایک ذمہ داری ہے۔

افغانستان کے بارے میں وزیراعظم نے کہا کہ پاکستان اور افغانستان کے تعلقات میں کابل میں قومی یکجہتی حکومت کے آغاز کے بعد مثبت تبدیلی آئی ہے۔ افغان حکومت کی درخواست پر اور بین الاقوامی برادری کی حمایت سے پاکستان نے افغان مصالحت کے عمل میں سہولت دینے کیلئے سرتوڑ کوششیں کیں۔ افغان حکومت اور طالبان کے درمیان مذاکرات کا آغاز ہوا جو ایک بے مثال پہل قدمی تھی لیکن یہ امر افسوسناک ہے کہ بعض پیش ہائے رفت نے اس عمل میں رکاوٹ پیدا کی، بعد ازاں شدت پسندوں کے حملوں میں تیزی آئی جس کی ہم دو ٹوک مذمت کرتے ہیں ۔ پاکستان مذاکراتی عمل کی بحالی اور افغانستان میں امن و استحکام کے فروغ میں مدد کیلئے اپنی کوششیں جاری رکھے گا تاہم ہم اسی صورت میں ایسا کر سکتے ہیں اگر ہمیں افغان حکومت سے مطلوبہ تعاون حاصل ہو، افغانستان اور پاکستان کے درمیان تنائو، ان میں سے کسی ایک کے مفاد میں نہیں ہے۔ ہمیں حوصلہ ملا ہے کہ بڑی طاقتوں سمیت بین الاقوامی برادری افغانستان میں امن کے عمل کے تسلسل کی خواہاں ہے۔

انہوں نے کہا کہ پاکستان افغانستان اور ہمارے خطے میں امن اور خوشحالی کے فروغ میں چین کے فعال کردار کو سراہتا ہے، ہم ''ایک پٹی، ایک شاہراہ'' کے چین کے وژن کا خیر مقدم کرتے ہیں۔ چین کے صدر شی چن پنگ کے اس سال کے آغاز میں پاکستان کے دورے کے دوران اعلان کردہ پاک چین اقتصادی راہداری سے علاقائی ہم آہنگی کو فروغ ملے گا اور پورے خطے اور اس سے باہر خوشحالی آئے گی، یہ جنوب جنوب تعاون کی ایک متاثر کن مثال ہے جس کی پیروی کی جانی چاہئے۔ وزیراعظم نوازشریف نے کہا کہ ہم ایشیائی تعاون پر روس کی وسیع تر توجہ کا بھی خیر مقدم کرتے ہیں۔ شنگھائی تعاون تنظیم، جس میں پاکستان ایک مکمل رکن کی حیثیت سے اس سال شامل ہو گا، علاقائی رابطے کے فروغ کیلئے عظیم عزم کی حامل ہے۔ انہوں نے کہا کہ جنوبی ایشیا مواقع کو کھو دینے کی تاریخ کا حامل ہے، اس کے خوفناک نتائج میں ہمارے علاقے میں غربت اور محرومی کا مسلسل موجود رہنا ہے۔

دہشت گردی کے حوالے سے وزیراعظم نے کہا کہ پاکستان دہشت گردی کا بنیادی نشانہ ہے، ہم نے دہشت گردی کے باعث شہریوں اور سپاہیوں سمیت ہزاروں جانوں کا نذرانہ پیش کیا ہے، معصوم بچوں سمیت ہمارے بہنے والے خون نے ہمارے معاشرے سے اس لعنت کے خاتمے کے ہمارے عزم کو اور زیادہ تقویت دی ہے۔ ہم ہر قسم کی دہشت گردی سے لڑینگے، قطع نظر اس کے کہ اس کے سہولت کار کون ہیں ۔ ہمارا آپریشن ضرب عضب دہشت گردوں کیخلاف سب سے بڑی انسداد دہشت گردی مہم ہے جس میں ہماری ایک لاکھ 80 ہزار سے زائد سیکیورٹی فورسز شریک ہیں۔ اس نے دہشت گردوں کا ملک سے صفایا کرنے میں قابل ذکر پیش رفت کی ہے اور یہ آپریشن اس وقت ہی مکمل ہو گا جب ہمارا مقصد پایہ تکمیل تک پہنچے گا۔

انہوں نے کہا کہ اس آپریشن کو ہمہ جہت قومی لائحہ عمل کی معاونت حاصل ہے، یہ پرتشدد انتہا پسندی کے انسداد کیلئے پولیس اور سیکیورٹی اقدامات، سیاسی اور قانونی اقدامات اور سماجی و اقتصادی پالیسی پیکیجز کا احاطہ کرتا ہے ۔ دہشت گردی کے عالمی خطرے کو اس کے بنیادی اسباب کا ازالہ کئے بغیر شکست نہیں دی جا سکتی، غربت اور جہالت اس مسئلے کا حصہ ہیں، انتہا پسندانہ نظریات کی ضرور مخالفت ہونی چاہئے تاہم دنیا کے مختلف حصوں میں مسلمانوں کیخلاف ظلم اور ناانصافی کے متعدد واقعات کے منصفانہ حل کے ذریعے دہشت گردوں کے بیانیہ کا بھی انسداد کرنا ہو گا، بدقسمتی سے بعض دہشت گردی کیخلاف عالمی مہم کو مقبوضہ عوام کے حق خودارادیت کے جائز حق کو دبانے کیلئے استعمال کرنے کی کوشش کرتے ہیں۔

وزیراعظم محمد نوازشریف نے کہا کہ آج مشرق وسطیٰ میں دہشت گردی کا ابھرنا اور پھیلنا غیر معمولی سیکیورٹی چیلنجز کا حامل ہے۔ تشدد کی لہر، لسانی اور فرقہ وارانہ تنازعات اور داعش کے ابھرنے سے خطے کے کئی ممالک آج تصادم اور عدم استحکام کے گرداب میں ہیں جبکہ دیگر اس میں پھنستے جا رہے ہیں۔ فلسطین کا المیہ شدت اختیار کر گیا ہے، فلسطین اور اسرائیل کے درمیان امن کا قابل قبول راستہ، دو ریاستی حل، قابض قوت کے ہٹ دھرمی کے رویئے کی وجہ سے آج پہلے سے زیادہ دور ہوتا دکھائی دیتا ہے۔ وزیراعظم نے جنرل اسمبلی کی گزشتہ ماہ منظوری کے بعد اقوام متحدہ ہیڈ کوارٹر میں فلسطینی پرچم لہرانے کا حوالہ دیتے ہوئے کہا کہ جبکہ میں مخاطب ہوں اس ہال کے باہر قابل فخر فلسطینی پرچم لہرا رہا ہے۔ ہم امید کرتے ہیں کہ یہ اس جانب پہلا قدم ہے، ہم اقوام متحدہ کے مکمل رکن کی حیثیت سے فلسطین کا خیر مقدم کرنے کے منتظر ہیں۔

سلامتی کونسل کے اصلاحات کے بارے میں انہوں نے کہا کہ اقوام متحدہ کی 70 ویں سالگرہ کے موقع پر ہم سب کو درپیش موجودہ اور ابھرتے ہوئے چیلنجوں سے موثر طور پر نبردآزما ہونے کیلئے اس عالمی تنظیم کو مناسب طور پر ڈھالنے کی کوشش کرنی چاہئے۔ پاکستان سلامتی کونسل سمیت اقوام متحدہ کی جامع اصلاح کی حمایت کرتا ہے۔ ہمیں ایک ایسی سلامتی کونسل کی ضرورت ہے جو زیادہ جمہوری، نمائندہ، جوابدہ اور شفاف ہو، ایک ایسی کونسل جو خود مختاری، برابری کے اصولوں کے مطابق تمام رکن ممالک کے مفادات کی عکاس ہو، ایک ایسی کونسل نہیں جو طاقتور اور مراعات یافتہ کا توسیع شدہ کلب ہو۔ قیام امن اقوام متحدہ کی ایک کلیدی ذمہ داری رہی ہے ۔ پاکستان کو اس میں سب سے زیادہ حصہ لینے والے ملک کی حیثیت سے اپنے تاریخی اور موجودہ کردار پر فخر ہے، ہم بین الاقوامی امن اور سلامتی کی بالادستی کیلئے اسے اپنا فرض تصور کرتے ہیں۔

وزیراعظم نے کہا کہ ہم ایران اور پی 5 پلس ون کے درمیان طے پانے والے جامع جوہری معاہدے کا خیر مقدم کرتے ہیں۔ اس سے ظاہر ہوتا ہے کہ سفارتی رابطے اور کثیر الجہتی نظام سے مقصد حاصل کیا جا سکتا ہے، یہ ہمارے خطے اور اس سے باہر امن و سلامتی کیلئے نیک فال ہے۔ وزیراعظم نے پائیدار ترقیاتی اہداف کی تاریخی منظوری کے بارے میں کہا کہ حقیقی چیلنج اجتماعی سیاسی عزم اور وسائل کو حرکت میں لانا ہے تاکہ اس ایجنڈے پر جامع عملدرآمد کو یقینی بنایا جا سکے جس کی ہم نے پرعزم طور پر توثیق کی ہے۔ پاکستان بعداز 2015ء ترقیاتی ایجنڈے کے فروغ کیلئے قومی اہداف کے بارے میں عمل کا آغاز کر چکا ہے، ہم ان اہداف اور مقاصد کی نگرانی اور عملدرآمد کیلئے مضبوط نظام بھی تشکیل دے رہے ہیں۔ موسمیاتی تبدیلی سے لاحق خطرے کے بارے میں انہوں نے کہا کہ مشترکہ عزم کے راستے میں جانبدارانہ مفادات حائل نہیں ہونے چاہئیں تاکہ ہمارے کرہ ارض کو پہنچنے والے نقصانات کو روکا جا سکے۔

Srinagar/Brussels: A Kashmiri is being hanged while wearing a pheran will be a shocking scene to be watched on the screens. This shocking scene is part of the Kashmir related Bollywood movie "Chinar -Daastaan e Ishq" and is all set to be released in India on 16th October this month. The movie is based on the Urdu novel "Jheel Jalti hai" authored by noted Kashmiri writer Farooq Renzu Shah. The writer of the movie while talking to Kashmir Watch on phone said that the movie is based on the concept of love, and is revolving around Kashmir . The main character of the movie is 'Jamal' who is the hero and he is being hanged while wearing a "pheran".

This is first ever movie fully written by a Kashmiri author which is focusing the miseries of common people and also highlights the in-depth wounds inflicted on the people by anti-Kashmir and anti-Muslim establishments.

Recently Kashmir related movies have hit the Bollywood Box Office and earned lot of applause and business both in India, Pakistan and worldwide. The most recent hit movies on Kashmir were 'Haider' and 'Bhajrangi Bhaijan'. Both the movies highlighted problems faced by the Kashmiri people due to the armed conflict and largest Indian military deployment.

A youth has lost his eyesight partially while over a dozen others have sustained injuries in a week in south Kashmir's Kaimoh tehsil with 'indiscriminate' use of pellet guns, officials and witnesses said, raising a question mark over the ruling Peoples Democratic Party's repeated assertion that it was against use of such weapons on demonstrators. Kaimoh area in South Kashmir saw massive clashes and protests recently against arrest of youths, particularly in nocturnal raids, there.

A doctor at Sub-District Hospital Kaimoh said they recently received many people who had pellet injuries on their face and body.

"We received nine cases last week (on Friday). Among them, two were seriously injured and referred to District Hospital Kulgam for advanced treatment," said Block Medical Officer Kaimoh, Dr Shakeel Majeed.

He said among the two youth referred to DH Kulgam, one had an eye injury while the other had "multiple body injuries."

On Monday, a doctor said, the SDH again received five pellet injury cases and two of them were shifted to District Hospital Kulgam for further treatment.

"They had multiple injuries all over their body," the doctor said. "On Tuesday, we again received 12 cases of pellet injuries. One among them was shifted to District Hospital Anantnag given the nature of the injuries."

Sources in Anantnag district hospital said the youth had "critical" pellet injury and was shifted to SMHS hospital in Srinagar for advanced treatment.

A doctor in SMHS hospital said the youth has "lost vision in one eye."

"The youth had a perforating eye injury, inflicting severe trauma to his eye ball and the visual prognosis seemed to be very bad," said Dr Sajad Khanday, Senior Consultant, Ophthalmology at SMHS hospital.

He said the chances that the youth's vision in the affected eye will recover are "bleak."

"The pellets had pierced through his left eye and the injury was penetrating," said Dr Khanday.

The injured youth, identified as Muhammad Asif of Hawoora Khudwani (aged 18) is doing graduation in science.

According to the youth's family, he was not part of the protests.

"He had gone to Anantnag (Islamabad) town on Tuesday to bring some medicine and was caught in the clashes between protesters and forces," said Asif's cousin.

He said the forces fired multiple pellets at him "directly."

Asif, according to villagers, is eldest among six siblings. His father is a farmer.

"The family is living in abject poverty," they said.

15-year Navid—a class 10 student from Redwani village in Kaimoh—has also suffered multiple pellet injuries all over his body. Naved, who is recuperating at DH Anantnag, had multiple bruises all over his body.

"On Friday I was riding a motorcycle and going to deliver lunch to my grandfather who is admitted in District Hospital Anantnag when the forces fired pellets towards me," he said.

Another 10th class student—Danish Ahmad Parray son of Abdul Rehman of Gufbal, Kaimoh—was also hit by multiple pellets all over his body on Monday and is recuperating in the hospital.

"Manzoor Ahmad, a youth from Khudwani, is also recuperating after being hit by pellets in his eye," a doctor at DH Anantnag said.

Many youth, who have sustained pellet injuries, refused to divulge their identities before this reporter "for fear of police reprisals."

A youth from Arampora, who was rushed by locals to District Hospital Anantnag, has received grievous injuries all over his face and body due to pellets, doctors said.

"The forces make use of pellet guns and pepper gas frequently in our area to quell pro-freedom and anti-India demonstrations," said residents of Khudwani.

"Many youth who sustain pellet injuries usually don't turn up for treatment as they are hounded by security agencies later," said a doctor in SMHS hospital. "Even if they turn up in OPDs, they apprehend that policemen in civvies will follow them."

IGP SPEAKS

Inspector General of Police Kashmir, Syed Javid Mujtaba Gillani said he wasn't aware of use of pellets in Khudwani.

"It is true that the area has been witnessing lot of violence of late but I don't think so many people will have pellets injuries. But still I will look into it," he told Greater Kashmir.

Senior Peoples Democratic Party leader and Minister for Education, Naeem Akhtar said: "We have made it clear to police to avoid use of pellet guns while dealing with protesters."

He said he will again take up the issue with senior police officials.

Superintendent of Police, Kulgam, Mumtaz Ahmad however said, "The use of pellets becomes necessary when youth resort to violence."

He claimed that "we are lately witnessing certain miscreants in Kaimoh-Khudwani resorting to stone pelting, blocking busy Kulgam-Kaimoh-Anantnag road and damaging government property."

Pertinently, massive protests have been rocking Kaimoh area for the past few days against "harassment and arrest" of youth by cops of Special Operations Group.


'PELLETS BANNED IN SRINAGAR'

According to police sources, use of pellet guns have been "strictly banned in Srinagar on directions of IGP Kashmir" while "similar instructions are being passed to police officers in other districts as well."

Islamabad: A hunger Strike was organised by Jammu Kashmir Ummat e i islami at Eid Gah Islamabad to protest the beef ban and to invite the attention of world rights organizations towards the situation arising out of it.

The hunger strike was organized under the leadership of Mirwaiz South Kashmir, Qazi Ahmed Yasir. Mirwaiz Qazi Yasir said that Some Hindu hard-liners insist the idea of eating beef was introduced by Muslim invaders, despite references to its consumption in ancient texts written more than a millennium before the time of Muhammad Salalaho Alyyhi Wassallam. By eradicating this "alien" practice, they hope to return the country to values they hold dear as Hindus. However at the same time, these hardliner extremists simultaneously beat the drums of Secularism.


The ban on beef is a direct interference in the Freedom of choice which the Indian state claims to accommodate at least in theory. India should shun its dual policy and hypocrisy. Nobody should decide what I am going to have as my food unless I do not force others to have the same. He said that Indian democracy that claims the largest even snatches our Freedom of choice from us which is a testimony to the fact that democracy only exists in theory. He said that the Indian state is hell bent upon disturbing the peaceful environment of the state. It wants us to be divided on communal lines; however such techniques have failed in the past and shall fail till they try it. "India has perhaps forgotten that 1985, Our Chairman, Dr. Qazi Nissar defied their barbarism.


India should not forget that the Jammu Kashmir has the maximum populace of Muslims, who never demanded a ban on Pork. The ground situation should be kept in view and the very basic law should be scrapped. The recent rebellion should be a testimony to the mood in Kashmir. If the state is so rigid in not accommodating the opinions of all the stakeholders, then ultimate chaos would lead to anarchy and alienation. If a state behaves rigidly and dictates, it is my way or the highway, then the voices of dissent will also have to behave the same manner.


Mirwaiz Qazi Yasir said that the people of Kashmir should give befitting reply to the decisive agenda, We should all offer bovine sacrifices collectively in Eid Gahs.


Addressing the gathering here, Prominent lawyer Advocate Syed Mujeib said "The law makers should be ashamed that they still continues to uphold the British laws whilst they claim to have attained complete Swaraj from the Britishers. He said that the Indian State should repeal the laws otherwise shun calling themselves as a Secularist Nation. The Lawyers of Kashmir shall resist against it in every possible manner".


Bar Association President Fayaz Ahmed Sodagar said that Kashmiris will never accept such laws intended at disturbing the communal balance of the state. "We will fight against such laws collectively" he said.


Ghulam Nabi Shah Of Traders Association said that No power on the earth can change the Allah's permissible into non permissible. "i on the behalf of thousands of Shopkeepers in Islamabad assure full support to Mirwaiz Qazi Yasir" he said.


Eminent Scholar Mir Muntazir Gul said that the Hindutva forces want to alienate people from the religion and this is an attack on our economy. He said that on one side India promotes the sale of Wine and on the other they ban beef.


Ghulam Nabi Ganai a beef seller said that in Islamabad alone more than 2000 families earn their livelihood by selling beef. "They are trying to snatch my bread from me and for stopping the same, i will resist" He said.


Mohammed Ashraf Misger Traders Association, Engineer Farooq Ahmed Mir of Democratic Freedom Party, Mohammed Iqbal Mir of Mahaz e Azadi, Shabir Abdullah of Anantnag Chemists and Druggists Association, Waheed Khan of Anantnag Duppata Sellers Association, Ghulam Nabi Wagay, Bilal Ahmed Mir, Dr. Nissar, Dr. imtiyaz, Younis Kotwal, Fayaz Rizvi, Moulana Mudasir Sidiqi, Moulana Gulzar Madani, Abdul Rashid Qadri, moulana Mohammed Shafi, Moulana Shahnawaz Ghazaali and other members of Trade besides commoners and members of Ummat I Islami, were present in Hunger strike against beef ban at Islamabad.Many young boys also participated in the hunger strike.


It is pertinent to mention here that Ummat e Islami members had defied the court orders on Friday by sacrificing a bovine in Islamabad after Mirwaiz Qazi Yasir had been arrested.

People marched towards Sadder Police station at 8 15 pm demanding the release of Mirwaiz South kashmir. The protesters sat outside the gate of Police station. After a gap of 25 Minutes, Mirwaiz South kashmir Qazi Ahmed Yasir was released and welcomed by people amidst Pro Freedom slogans. He had been arrested on Thursday after he had announced that he will sacrifice a cow to defy the High Court Ban on sacrificing bovines.

People marched to Martyrs graveyard where mirwaiz Qazi Yasir offered Fateh Khwani to martyrs and paid tributes to Irshad Ganie who was martyred today in an encounter with Army at Kakpora.

Srinagar: Senior Pro-freedom leader and Chairman Salvation Movement Zaffer Akbar Bhat today slaughtered bovine in Srinagar and said that Kashmiris will resist every anti-Islamic and anti-freedom movement policy/agenda of India's communal forces-Rashtriya Swayamsevak Sangh and Bharatiya Janata Party.

In an issued press statement here, Zaffer Akbar Bhat who was put under house detention yesterday, this morning slaughtered a bovine at his residence in Srinagar against the Court directive banning sale and consumption of beef.

Zaffer Akbar Bhat said that the court order is direct interference into religious matters and unacceptable to Muslims of the state. "Jammu and Kashmir is a Muslim majority state and we will not anyone to interfere into our religious matters," he said.

Zaffer said that the Kashmiris will frustrate with unity the anti-movement designs of extremist Hindu organizations, Rashtriya Swayamsevak Sangh and Bharatiya Janata Party.

"Banning the beef or anything that is made Halal by Allah that too in a Muslim majority land is an unacceptable and open interference in our religion; we condemn it and want to make clear that we will never allow such orders implemented," he said.

Zaffer asked India to stop playing such tact's as it would prove counterproductive for them. "Since RSS and BJP came to power in Jammu and Kashmir will the help of Indian puppet Mufti Mohmmad Syeed, Kashmiris are being harassed. Policies and agenda for changing the demography of the state are being implemented unsuccessfully. Religious sentiments are being hurt by extremist policies like beef ban but with the will of almighty so far as Kashmiri resisted all such moves and stand united to resist them in future as well," he said.

He blamed mainstream political parties particularly Mufti Mohmmad Syeed responsible for the situation and said that naïve Kashmiris will never pardon these Indian puppets for the crimes they committed. Zaffer said that 80% population of the state are eating beef and among the majority is associated with beef sale business.

He urged butchers to continue their business without any fear and said that if the authorities tried to enforce the ban and strong movement will be launched. He announced appeal people to protest after Friday prayers and observe Kashmir Band on Saturday the court directive.

Meanwhile Zaffar akber paid glowing tributes to martyrs of Laribal Handwara.

Islamabad (PR): Hizb ut-Tahrir Wilayah of Pakistan held demonstrations across Pakistan to convey a message for Defence Day regarding the liberation of Kashmir. Participants held banners and placards declaring, "Kashmir will be Liberated through Jihad by the Pakistan Army, Not By Dialogue Nor UN Resolutions" and "Criminal Silence Over Indian Aggression Is Treachery Against Pakistan, Muslims and Islam".

Since the independence of Pakistan, traitors in the political and military leadership have been playing with the emotions of the Muslims of Kashmir and Pakistan, repeatedly pinning their hopes on the resolutions of the United Nations. The Muslims of Kashmir and Pakistan have come to the conclusion that Kashmir and Indian aggression issue can never be solved by the United Nations resolutions, nor through the mediation of the "international community." The United Nations and the "international community." led by America can never be friends of Muslims because they are open enemies of Islam, Rasool Allah (saaw) and the Muslims. The so-called international institutions are in fact tools of colonialist powers and they use them to secure their interests in the international arena, even if this leads to the killing of hundreds of thousands of people, or usurping of the rights of other nations.

The message of the Defence Day of Pakistan is that the issue of Kashmir and Indian aggression can be addressed comprehensively, if the Pakistan Army and the Muslims place their trust in Allah (swt) and respond in a manner which India understands, as they did fifty years back, in 1965, when they heroically struck their enemy with all their might, even though the Muslims were heavily outnumbered.

Hizb ut-Tahrir makes it clear to Pakistan's armed forces and the Ummah that the real power of Muslims lies in their Deen (Islam), and whenever Muslims have made their Deen as a source of power, Allah swt granted magnificent victories, despite the greater numbers of their enemies. Therefore, it is the responsibility of the sincere officers in the Pakistan Army, who have pledged to defend their Deen and land, to uproot the traitors within the political and military leadership that are burdens on the neck of the Ummah and establish the Khilafah in Pakistan, by providing Nussrah to Hizb ut-Tahrir. Only then will we have a state based on Allah's Deen. Only then will our armed forces mobilize in Jihad for the liberation of Kashmir, ending Indian aggression, with the help of Allah (swt). And beyond His help, no other help matters.

Baramulla: People staged a massive protest against the Indian Army and blocked Sopore-Baramulla road near Ladoora after a shell claimed the life of a 11 year old boy in the Ladoora.

Ladoora Rafiabad area of North Kashmir's Baramulla district had witnessed a fierce encounter between Government Forces and militant that had ended with the death of a Army man and a militant.

Eyewitnesses told CNS that Junaid Ahmed Dar son of Nisar Ahmed, a resident of Ladoora died on spot after an unexploded shell with which he was playing on the roof top of his house went off suddenly. " Junaid was a student of Darul Uloom Zadoora, not far away from his native village Ladoora. A day after encounter on Thursday he came to see his family and most probably found a littered shell at the encounter site. He took the shell to his home and started playing with it on the roof top of his house, where it went off. The explosion created panic in the area. It not only resulted into the death of minor but also damaged a portion of the house," Eyewitnesses said.

Soon after the incident, thousands of people from Ladoora and its adjacent areas staged a massive protest and amid anti-government and anti-Army slogans blocked Ladoora-Baramulla road for hours. The protesters alleged that Army don't bother to sanitize the encounter sites from unexploded shell, thus putting the lives of innocent people at risk. "The government forces instead of clearing the encounter sites from shells and live grenades always pose before mobile cameras along with the slain militants. We directly hold Army responsible for the death of this minor boy," the protesters said.

A Defence spokesperson NN Joshi told CNS that after every encounter Army sanitize the whole area. "We have to investigate the matter to ascertain the facts," he said.

The unexploded shells have claimed several lives all across Jammu and Kashmir in past. In May 2014, a minor girl Simran Reyaz was killed while her brother lost her leg when an unexploded shell went off in Drang village near Tosamaidan Budgam. Two scrap dealers Abdul Salam Tantray and Muhammad Yousuf Malik killed were also killed in 2009 in Shinglipora village in Budgam district in the same kind of incident and again in the 2010 twelve year old Tufail Ahmad, 12, died on spot when an explosive device bursts at MohallaChandyal in Sangoit area of Mendhar Poonch. In the same year, a minor Iftikar Ahmed died and his brother ShaukatHussain sustained injuries while fiddling with a live grenade at a firing range in Berda village in Mendhar tehsil of Poonch. We celebrated the first Pakistan Independence Day at Lincoln Memorial, Washington DC on August 14, 1987. There was no place more appropriate to hold independence day celebrations than the memorial of Abraham Lincoln, emancipator and quintessential American hero," said Zahid Hameedi, the Chief Organizer of the festival who is also a veteran journalist and prominent leader of the Pakistani American community.
Mr. Hameedi added that the Pakistani people are honored to hold their Independence Day celebrations in the country, where constitutional democracy was born over two centuries ago. America in 1776 held high its arms and lit the lamp of republican democracy. That beam of light has brightened the entire world with its promise of hope and human dignity. We are a peace and freedom-loving nation. We stand shoulder to shoulder with the American people in a fraternity of freedom lovers, in pursuit of peace and love all over the world.
Dr. Ghulam Nabi Fai, Secretary General, World Kashmir Awareness while addressing the mammoth gathering emphasized that "We must build support for the active involvement of the United States to help resolve the Kashmir dispute in accordance with the aspiration of the people. There is no way that the world powers can deal with the tensions between India and Pakistan without simultaneously addressing the underlying cause of these tensions – that is Kashmir. With India and Pakistan both being nuclear-weapon states directly confronting each other, this dispute is potentially the most dangerous in the world. It should, therefore, be a major interest of the U.S. to prevent this dispute from exploding into a conflict which can be catastrophic for a large proportion of the human race."
Dr. Fai appealed to the friends of Kashmir to mount an awareness campaign in support of self-determination in Kashmir and remind the Obama Administration the implications for its strategy of conflict in a region of South Asia and of the delicate relationship that need to be safeguarded from violent disruption. We need to enlist the support of the United States to persuade India and Pakistan to include Kashmiri leadership in any future dialogue that will lead to the lasting and durable settlement of the Kashmir dispute.
Addressing this animated audience, Mowahid Hussain Shah -- attorney-at-law, author, and former Punjab Cabinet Minister – pointed out that the Islamic connection with the United States is deep-rooted. He emphasized that, as early as 1765, Thomas Jefferson possessed a copy of the Holy Quran. And 250 years later, Congressman Keith Ellison from Minnesota – the first Muslim elected to the Congress – took an oath of office on this very copy of the Holy Quran, which Thomas Jefferson kept at his home in Monticello, Virginia. Mowahid stated that Pakistan is essentially a gift of the extraordinary leadership of the Quaid-e-Azam, who combined the virtues of Thomas Jefferson and Abraham Lincoln.
Mowahid particularly urged the Pakistani American youth to step up their role and bring honor to their Pakistani heritage by assuming their rightful positions in the policymaking professions of the United States. Mowahid maintained that, to gain respect in mainstream America, you have got to have self-respect. In this connection, he concluded by citing the splendid example of boxing champion Muhammad Ali who is now acclaimed as the sporting icon of the 20th century.
